ABSTRACT
This research aimed to (1) study the policy of the Half-Half Co-payment Scheme
in supporting the restaurant entrepreneur participants in Mueang Chiang Mai District,
(2) investigate benefits that the participants gained, and (3) examine problems and difficulties of the scheme. Research samples were 400 restaurant entrepreneur participants in Mueang Chiang Mai District. 400 questionnaires, as the data collection tool, were distributed to those samples and hereafter were presented summary of the findings. The participation in the Half-Half Co-payment scheme could certainly enable the restaurant participants to gain their income and circulation amid the outbreak of Covid-19. Nevertheless, in comparing with the circulation that the participants gained during the on-going phase, the circulation was dropped when the scheme came to an end. Regarding the satisfaction of the entrepreneur participants towards the studied scheme, the findings indicated that the restaurant entrepreneurs satisfied with the studied scheme and wished the government to keep extending it. They believed that the Half-Half Co-payment scheme could certainly stimulate the expenditures of public, resulting to a continuing increase in the growth of the money supply. In addition, most of them had an intention to participate in the future phase of the studied scheme. Regarding the problems and difficulties found from their participation, some of them were worried about the retroactive tax and the delay of disbursement.
